Public Education Funding
Action for Children believes that all children deserve a quality education that prepares them for the workplace or higher education. Research shows that high quality teachers, small class sizes, a strong curriculum in each grade, modern facilities and other factors influence the quality of education that students receive. Unfortunately, not all students have equal access to these essentials. Differences in school resources, academic opportunities and learning environments make it difficult to provide equal opportunity to all students.
To ensure that all children in our state have the opportunity to receive a quality education, Action for Children advocates for public school funding that is fair, adequate and transparent, so parents, community members, school boards and state leaders can know how money is being spent and how resources are allocated in order to evaluate the effectiveness of programs.
A Joint Legislative Study Committee on Public School Funding Formulas was created during the 2007 session to examine the public school funding formulas and distributions including, but not limited to:
- School Capital Funding
- Lottery School Construction Formula
- Children with Disabilities
- Limited English Proficiency
- At‑Risk Student Services/Alternative Schools
- Improving Student Accountability
- Disadvantaged Students Supplemental Fund
- Low‑Wealth Counties Supplemental Funding
- Small County Supplemental Funding
- Transportation of Pupils
- Academically or Intellectually Gifted
- Number of school systems funded per county
The Committee's review of public school funding formulas has been extended beyond the 2009 legislative session. This issue did not receive much attention during the 2010 and 2011 legislative sessions.
