More than 800,000 North Carolinians claimed the state Earned Income Tax Credit in 2011. Research has shown the EITC to be the most effective tool for lifting children and their families out of poverty.

Started in the 1970s by President Ronald Reagan, the EITC is available to low- and moderate income workers and is equal to 5 percent of the federal EITC. It is designed to encourage and reward work as well as offset the substantial state and local tax contributions of these workers.
